Amendment of the City of Encinitas Municipal Code – Time limit parking on residential streets

At the August 20, 2025 City Council meeting, Council Member O’Hara agendized a council initiated item, #12B, regarding the need for design and implementation of a time parking system on residential streets. This will allow the city to prepare for the unintended consequences of additional housing developments such as Quail Meadows.

The current municipal code is not sufficient to address all the needs of the city with regards to time-limited parking. Engineering and Planning staff were directed to prepare an Ordinance amending the Municipal Code to provide allowances for timed parking zones and to collaborate to propose a three (3) hour timed parking area along Paseo de Las Verdes between Quail Gardens Drive and Cypress Hills Drive.

The Council debated the proposed change then voted unanimously to approve the agenda item, 10A, at the November 19th city council meeting.

As an outcome of that decision, the city traffic engineering department will be implementing this change for Paseo de las Verdes during January of this year. 

This will allow for residents of Encinitas and elsewhere to use the trail system and Las Verdes Park up to three hours after which they could be cited. There will be no overnight parking on Paseo de las Verdes.
