City Council considering time limit parking on Paseo de las Verdes

At the city council meeting on Wednesday, August 20th, council member Jim O’Hara is bringing forward a council initiated agenda item to establish a time limit parking program on Paseo de las Verdes. That road is a public street like Paseo de las Flores and, there are currently no parking restrictions on either street. The vast majority of people who park on Paseo de las Verdes do so to use the trail system or the Las Verdes Park.

As a result of the most recent city Housing Element there are plans for three large apartments developments near to the intersection of Quail Gardens Drive and Encinitas Blvd.

There will be 790 housing units, approximately 1580 vehicles and 1317 parking spots. This will leave a deficit of at least 263 vehicles within a 500 foot radius.

The drawing below outlines each of these developments with the number of housing units and parking spaces.

Occupants may need to seek parking on neighboring streets such as Paseo de las Verdes because it is currently a public street. One only needs to look at what has happened to Paseo de las Flores because of overflow parking for Fox Point Farms to understand what might happen on Paseo de las Verdes unless some action is taken to limit parking.

Furthermore, earlier this year the state passed AB 1317, a bill that unbundles parking from an apartment rental. If any of these developments pursue that approach then those renters who do not wish to pay for parking spaces may be forced to find parking spots outside of their development. It would further exacerbate the potential for more vehicles to park on Paseo de las Verdes.

If nothing is done to implement some parking restrictions this could have a very negative impact on quality of life in the south mesa of Encinitas Ranch and potentially on home values.

Dear Mayor and Council Members,

I am writing you in support of establishing time limit parking on the entire length of Paseo de las Verdes to address the impending developments near the intersection of Quail Gardens Drive. We believe that allowing construction vehicles and/or residents from those developments to park on Paseo de las Verdes will create parking problems for visitors using the trail system and Las Verdes Park along with safety and quality of life issues for homeowners in Encinitas Ranch.

We appreciate you taking this matter into consideration and adopting appropriate parking restrictions.
