Letter from the Board of Directors – Key Accomplishments for 2024

Dear Homeowners,

In 2024 the community completed many significant projects which are summarized below. All of this was accomplished with the help of the dedicated board and committee members as well as with the outstanding support provided by Keystone Pacific.

Financials

  • Maintained our assessment fee accounts that are more than three months delinquent to less than 1% of the entire membership
  • Maintained a balanced budget for the year

Infrastructure

  • Repaired numerous small cracks and replaced caps on the perimeter block walls
  • Made over 200 sidewalk repairs to eliminate trip hazards and in several places replaced entire concrete sidewalk slabs that were lifted up by tree roots
  • Refinished and polished the bronze letters on the entry monuments
  • Replaced an electrical pedestal on Via Zamia with a new stainless steel box
  • Replaced the call box at the center island at the entrance to Quail Ridge as well as the gate motor and housing
  • Partnered with the EUSD Farm Lab to repair a drainage problem on their property related to water flowing off of the slope above during large rain events

Architectural

  • As of October 15th, the Architectural Committee has reviewed and processed 139 applications for various home improvements through early November of the year. At this same time last year, we received and approved 70 applications. The number of applications processed this year represents over one quarter of all homes in the community. It is obvious that homeowners are investing in the maintenance of their homes. The average time to review and approve applications is less than two weeks. We are encouraging all homeowners who are contemplating improvements to follow the Architectural Standards processes outlined on the community’s website under Design. External Affairs

  • A representative of the board led a consortium of HOA’s and neighborhoods along Quail Gardens Drive to advocate for traffic mitigation measures to be developed and implemented to address safety, quality of life and traffic speed. As a result of these efforts the city approved and has installed two STOP signs on Quail Gardens Drive with a roundabout to be installed at Ecke Road in the near future.
  • A left turn signal traffic light was recently installed at the intersection of Quail Gardens Drive for north and south bound traffic to improve safety and traffic flow.
  • A representative of the board continues to serve as the CFD#1 representative on the Encinitas Ranch Golf Authority (ERGA) Board to ensure that there is greater visibility and accountability for all golf course operations and financials and to improve communications to the greater Encinitas community
  • A representative of the board served in the city’s Infrastructure Task Force (ITF) and the Affordable Housing Task Force (AHTF) to share the concerns of the community as it relates to housing developments and traffic and to help shape policy and plans.
  • The community continues to foster building close relationships with the San Diego Botanical Gardens, the Leichtag Foundation, the Encinitas Unified School District (EUSD) and the Encinitas Community Garden to address common interests and concerns

Community Relations and Communications

  • Continue to enhance our own community website: http://encinitasranch.org/ with numerous posts throughout the year
  • Held three community events including the Easter Egg Hunt, the Ice Cream Social in August and the Oktoberfest event in mid-October with overall attendance for both exceeding 600 people to help build relationships with neighbors throughout the community.
  • Created and distributed monthly emails to the community that highlighted key activities and events both in Encinitas Ranch and the surrounding area
  • Maintained Encinitas Ranch Facebook Group specifically for homeowners in Encinitas Ranch to allow them to communicate on and share key topics and information

Landscaping

  • Continued with implementation of the interior slope maintenance strategy on the slopes between Lynwood Drive, Jensen Court and Rihely Place. This included planting over ten trees on the interior slope between Jensen Court and Lynwood Drive and removed high maintenance ground cover with low maintenance drought tolerant ground cover. This strategy is being undertaken to improve the efficiency of the landscaping contractor and to reduce costs.
  • Renovated the entry monuments at Ranch Road (including solar lights) and Quail Ridge
  • Enhanced the interior trail (also known as the zig zag trail between Lynwood Drive and Cypress Hills Drive
  • Renovated three existing trailheads off of Cypress Hills Drive and Paseo de las Flores
  • Installed river rock at the small common area park between Samuel Court and Heritage Lane
  • Performed additional brush abatement at Quail Gardens Lane above the EUSD Farm Lab
  • Renovated portions of the rip rap swale on Lot 14 at the very south end of the community
  • Continued Irrigation renovation program with full time irrigation tech
  • Renovated the trail along the golf course near the Paloma Court and Cypress Hills Drive trailhead
  • Removed a number of diseased trees including a large canary palm at the Quail Ridge entry due to a palm weevil infestation
  • Replaced sod at common area parks in south mesa
  • Started the implementation of the slope maintenance strategy on the Ranch Road exterior slope on the south side
  • Renovated the plants in the cul de sac of Via Zamia as well as the slope behind Via Zamia
  • Renovated the slope along Paseo de las Flores from the entry monument to Jensen Court
  • Replaced numerous plantings on many of the islands at the end of cul de sacs throughout the community and at large street corners
  • Continued with the strategy to rebuild sprinkler heads throughout the community
  • Worked closely with the City of Encinitas to add and replace numerous trees and parkway plant material on Paseo de las Flores and Paseo de las Verdes and on the city owned trail behind Lynwood Drive
  • Removed numerous trees across the community due to disease and pests including two large canary palm trees that were infected with the palm weevil that is ravaging such palm trees across southern California
  • Provided ongoing preventative tree maintenance to many large trees which represent great assets to the community. This includes a proactive disease and pest plan.
  • Maintained close working relationships with both the Olivenhain Municipal Water District and the San Dieguito Water District both of which provide water to the community
  • Collaborated with the San Elijo Joint Powers Authority to connect a recycled water line to the large storage tank above the golf course driving range to the main recycled water line below Quail Gardens Drive. This will provide a more sustainable source of irrigation water with increased water pressure.

 All of these key accomplishments plus the regular day-to-day management of the community  would not have happened were it not for the dedication and focus of the board of directors, members of our landscaping, architectural and community relations (social) committees, and the support from the team at Keystone Pacific including Pat Campbell and Jenna Jacobs
