A number of homeowners have inquired about installing Ting fiber optic internet cable in our community. We reached out to the city to better understand the current status and if and when it might be possible to bring this service to Encinitas Ranch.

Our City Council approved a street moratorium policy in 2019 to protect the City’s investment in newly repaved streets. A street moratorium prevents utilities and developers from trenching into newly resurfaced streets. Street moratoriums are common among cities throughout the County and beyond. Quail Gardens Drive between Encinitas Blvd and Leucadia Blvd is currently under moratorium. The slurry seal segments in the attached map are under moratorium until November 2024. Whereas, the mill and overlay segments are under moratorium until November 2026 (see attached JPG).
The City’s moratorium policy helps prevent pavement cuts after streets have been repaved to keep these roadways in good condition and protect the City’s investment in our pavement. The policy also promotes coordination with utility companies that work in the City. We hold monthly utility coordination meetings with utilities, such as SDG&E, Spectrum and Ting, to coordinate on upcoming City projects, including the City’s annual paving project. The street list for the City’s annual paving projects are shared in advance with utility companies so they know when our roadways will be resurfaced. This helps utility companies to plan their work so they can be ahead of City resurfacing efforts and so they know which areas will go under moratorium.
