Update on traffic mitigation measures for Quail Gardens Drive and potential use of L-7 for housing

Posted on: June 25th, 2023

The following is a brief update on the status of traffic mitigation measures along Quail Gardens Drive. Also, there is an update on council reviewing options for housing on the city owned L-7 parcel that is located on Quail Gardens Drive.

  1. Traffic mitigation measures – Quail Gardens Drive

City staff has developed and prepared recommendations for short term measures that can be taken to address traffic issues on Quail Gardens Drive. The Four Corners Consortium had hoped that these recommendations would be shared with the city council before they take their summer recess in July.

Unfortunately, the agenda for the upcoming council meeting on Wednesday, June 28th did not allow for this. The understanding is that these recommendations will be brought forward to the council along with similar measures for Saxony Road when the council reconvenes in August.

When these recommendations are formally added to the city council agenda we will want homeowners from Encinitas Ranch and the other HOA’s and neighborhoods that adjoin Quail Gardens Drive to attend the council meeting and voice their strong support. Ample notice will be given to homeowners about the date and time for the council meeting.

  1. Update on Potential Use of L-7 for affordable housing

At the Wednesday, June 28th council meeting the council members will be reviewing a proposal to extend a contract with the Kosmont Companies to conduct further analysis of the L-7 city owned parcel of land as a potential site for affordable housing.

No final decisions will be made regarding L-7 at this meeting. There will be discussion on the economic feasibility of developing this land for housing as well as other possible city owned sites.

It could be several months or longer before this analysis is complete and any consensus is reached by the council concerning the use of L-7 for housing.

We encourage those homeowners who are interested in the future of L-7 as a housing site to attend and express their concerns. The consortium will continue to update the membership on the status of L-7.
