On Monday, July 14th, the Board of Directors of the San Elijo Joint Powers Authority (SEJPA) voted unanimously to award a construction management contract to Black & Veatch to oversee and manage construction of the recycled water project in the south mesa.
As previously mentioned in numerous newsletters and emails, this project will make recycled water available to all of the common areas in the south mesa. Phase 1 of the project was completed last year. It brought recycled water to the common areas along Shasta Drive, Spyglass Court, Heritage Lane and the 600 block of Cypress Hills. Already the community has seen a sizable reduction in the cost of water for those areas.
Phase 2 will involve the placement of a water line along and under Paseo de las Flores and under the 700-600-500 blocks of Lynwood Drive to serve the remainder of the south mesa. The entire project is costing close to $2 million nearly all of which is being paid for by SEJPA and state grants.
The City of Encinitas is expected to issue the final Coastal Development Permit (CDP) in early June with the latest project schedule calling for advertising the overall construction contract in late June, awarding the project in July or August and actual work to begin in the fall. Completion is expected in the first half of 2019.
As actual construction nears a comprehensive integrated communication plan will be implemented to ensure that all homeowners in the affected areas are regularly updated on status. There will be detailed plans to mitigate traffic and parking issues as well as ingress and egress to the community.
