As follow up to the Citizen Participation Program (CPP) meeting held on Wednesday evening, May 31st at city hall, the leadership team of the Four Corners Consortium wanted to share with you their concerns over this meeting. It was intended to be a meeting to learn more about the proposed development called Quail Meadows and to engage in a dialogue with the developer.
To recap, this is going to a seven story 485 unit, two building development that will be built on Quail Gardens Drive just north of the new Sunshine Apartments complex that is under construction. The only ingress and egress to the project will be on Quail Gardens Drive.
Many of those who attended came away very disappointed.
First of all, there were a number of problems with how the meeting was run:
1. There were no introductions
2. There was no overview presentation
3. The meeting was dis-organized and was very dis-orienting to attendees. There was no direction or guidance as to how to proceed in viewing the different aspects of the project. Attendees seemed to just wander around and it became more of a social hour rather than a meeting intended to learn and ask questions.
4. Attendees were not able to have a dialogue with the developer and it was very hard to hear questions and answers. Providing the ability to have a dialogue with the developer is a key tenet of the CPP guidelines.
5. The information presented wasn’t what had been sent out previously by the developer, e.g. waivers
Secondly, the overall mass and scale of the project is not in keeping with the overall character of Encinitas and could lead to more projects of the same size. This is not a good example of how future developments should be designed in our city.
If those of you who attended the meeting feel the same way we encourage you to send an email to the city manager, Pam Antil, and to the Director of Development Services, Roy Sapau expressing your concerns. Feel free to pass this along to other interested neighbors and residents.
Roy Sapau, Director of Development Services
