California just passed landmark wildfire prevention regulations focused on creating Zone Zero (an ember-resistant zone within the first 5 feet of a home or attached structure).   

Key Requirements (0–5 Foot Zone)

• 0 to 1 Foot Safety Buffer: All vegetation is completely prohibited within at least the first foot of an exterior wall or beneath roof eaves.  

• Vegetation Restrictions: Dense woody plants and shrubs are banned within 5 feet. Only low-growing, non-woody plants (such as succulents, small annual flowers, and ground covers under 18 inches tall) are permitted outside the 1-foot drip line, and they must be well-spaced.   

• Combustible Mulch & Debris: Bark, wood chips, dry leaves, dead branches, and pine needles must be removed and replaced with non-combustible hardscape like gravel, stone, pavers, or bare soil.   

• Fences and Attached Structures: Wooden fences or gates that attach directly to a house must have a non-combustible section (such as metal or masonry) where they connect to the structure within 5 feet. 

• Trees: Trees may remain within Zone 0, provided lower branches are trimmed up to 6 feet (“ladder fuels”) and branches are kept pruned at least 5 feet away from rooflines and exterior walls.

Compliance Timelines

• New Construction: Compliance is required immediately for newly built homes in designated High or Very High Fire Hazard Severity Zones.

• Existing Structures: Implementation is phased for the nearly 2 million existing homes in high-risk zones. Local fire authorities are managing rollout schedules, with initial focus on education and clear debris, leading up to mandatory enforcement between 2027 and 2029 depending on the specific fire hazard severity level.   

Most of Encinitas Ranch falls within the Very High Fire Hazard Severity Zone so we can expect enforcement to start in 2027.  So, now is the time to start preparing.
