The city council looked at various housing development scenarios earlier this year and in June approved an agreement with the Kosmont Companies to provide Surplus Lands Act (SLA) real estate advisory services for the L-7 site and then to begin initiation of the SLA process. City staff researched the SLA requirements in coordination with the Department of Housing and Community Development (HCD). HCD confirmed the process to move to declare the site as surplus.
The intent of the agenda item is to adopt a resolution declaring the land as surplus and not necessary for the City’s use. The next step would be to distribute a Notice of Availability (NOA) to designated entities (namely developers)to notify the City of their interest in leasing or purchasing the property.
Any development on L-7 will have a noticeable impact on Quail Gardens Drive including increased traffic.
If owners are at all concerned about this action then they should plan to attend the city council meeting next Wednesday starting at 6 PM at City Hall located at 505 S. Vulcan Avenue in Encinitas.
