Key Accomplishments for 2023 in Encinitas Ranch

Dear Homeowners,

In 2023 the community has developed and implemented many significant projects which are summarized below. All of this was accomplished with the help of dedicated board and committee members as well as with the outstanding support provided by Curtis Management.

Financials

  • Maintained our assessment fee accounts that are more than three months delinquent to less than 1% of the entire membership
  • Maintained a balanced budget for the year

 

Infrastructure

  • Replaced over 2000 linear feet of wood fences with vinyl fences which require minimal maintenance
  • Resealed all of the streets in the entire community to help extend the life of the asphalt base
  • Rebuilt and extended the rip rap swale on Lot 14 at the very southern end of the community
  • Made over 200 sidewalk repairs to eliminate trip hazards
  • Refinished and polished the bronze letters on the entry monuments

 

Architectural

  • As of October 15th, the Architectural Committee has reviewed and processed 70 applications for various home improvements through early November of the year. At this same time last year, we have received and approved 76 applications. The average time to review and approve applications is less than two weeks. We are encouraging all homeowners who are contemplating improvements to follow the Architectural Standards processes outlined on the community’s website under Design. External Affairs

  • Members of the board led a consortium of HOA’s and neighborhoods along Quail Gardens Drive to advocate for traffic mitigation measures to be developed and implemented to address safety, quality of life and traffic speed. This is in response to the impending development of over 1300 housing units to be built along the Quail Gardens Drive and Saxony Road corridor. This issue represents one of the most significant problems our community will face in the coming years.
  • This consortium was able to gain agreement from the city council in mid-October develop and implement short and long term plans. This will include adding two stop signs on Quail Gardens Drive at Kristen Court and Via Zamia. A roundabout will be installed at Ecke Road across the street from the EUSD Farm Lab.
  • A left turn signal traffic light will be installed at the intersection of Quail Gardens Drive for north and south bound traffic.
  • Continue to serve as the CFD#1 representative on the Encinitas Ranch Golf Authority (ERGA) Board to ensure that there is greater visibility and accountability for all golf course operations and financials and to improve communications to the greater Encinitas community
  • Engaged the developer at Fox Point Farms to understand their plans for amenities and how we can collaborate in the future
  • Engaged with city council members and the mayor on a regular basis to share concerns and to help shape policy and plans
  • Continued toconduct community outreach meetings with the Quail Botanical Gardens, the Leichtag Foundation, the Encinitas Unified School District (EUSD) and the Encinitas Community Garden to share common interests and plans

  

Community Relations and Communications

  • Continue to enhance our own community website: http://encinitasranch.org/ with numerous posts throughout the year
  • Held two community events including the Ice Cream Social in August and the Oktoberfest event in late September with overall attendance for both exceeding 500 people
  • Created and distributed monthly emails to the community that highlighted key activities and events both in Encinitas Ranch and the surrounding area
  • Two videos that provide a great overview of of the entire community were produced and are posted on our website under Community background information:

These can be used to educate homeowners on the magnitude and breadth of the community and with prospective buyers

  • Maintained Encinitas Ranch Facebook Group specifically for homeowners in Encinitas Ranch to allow them to communicate on and share key topics and information

  

Landscaping

  • Renovated over 1000 feet of slope behind the homes on Paseo de las Flores and Spanish Bay. This slope is adjacent to the golf course and runs from the entry monument on Paseo de las Flores south to Spanish Bay and around the houses on that street.
  • Renovated the entry to Quail Ridge with new plants and shrubs
  • Continued with implementing the slope maintenance plan adopted in 2022. This included planting over ten trees on the interior slope between Jensen Court and Lynwood Drive and removed high maintenance ground cover with low maintenance drought tolerant ground cover.
  • Renovated the slope along Paseo de las Flores from the entry monument to Jensen Court
  • Completed extensive brush management behind Dylan Way, the very east end of Ravean Court and adjacent to Quail Gardens Lane and the EUSD Farm Lab in addition to normal brush management on
  • Rebuilt the trailheads along Lynwood Drive with new decomposed granite (DG) and additional concrete to extend the life of the trailhead base
  • Replaced numerous plantings on many of the islands at the end of cul de sacs throughout the community
  • Continued with the strategy to rebuild sprinkler heads throughout the community
  • Renovated the landscaping along the middle section of the zig zag trail that connects Cypress Hills Drive to Lynwood Drive and installed a post and rail wooden fence at the top to stop ebikes from damaging the slope
  • Enhanced the plantings at the entry to Devonshire adjacent to Quail Gardens Drive
  • Replaced existing turf along portions of Alexandra Lane and removed tree roots that were inhibiting parkway turf growth.
  • Renovated the slope between Verbena Court and the south end of Lynwood Drive with new trees and shrubs while removing diseased and high maintenance trees
  • Replanted the slope between Via Zamia and the golf course with new ground cover and repaired the irrigation lines
  • Worked closely with the City of Encinitas to add and replace numerous trees and parkway plant material on Paseo de las Flores and Paseo de las Verdes and on the city owned trail behind Lynwood Drive
  • Provided ongoing preventative tree maintenance to many large trees which represent great assets to the community Including a disease and pest plan
  • Treated numerous podocarpus trees along Cypress Hills Drive with agents to inhibit fruit growth which eliminated all of the berries from dropping on parkways and sidewalks
  • Maintained close working relationships with both the Olivenhain Municipal Water District and the San Dieguito Water District both of which provide water to the community
  • Collaborated with the San Elijo Joint Powers Authority to connect a recycled water line to the large storage tank above the golf course driving range to the main recycled water line below Quail Gardens Drive. This will provide a more sustainable source of irrigation water with increased water pressure.

                                                                                               

All of these key accomplishments plus the regular day-to-day management of the community  would not have happened were it not for the dedication and focus of the board of directors, members of our landscaping, architectural and community relations (social) committees, and the support from the team at Curtis Management (Keystone Pacific) including Pat Campbell and Jenna Jacobs
